While In Theory It Is To Serve The Public, In Practice It Will Be Very Largely Serving Private Interests. It Comes To Be Regarded As A Species Of Government Favor And Those Who Are The Most Adroit Get The Larger Part Of It.

No Enterprise Can Exist For Itself Alone. It Ministers To Some Great Need, It Performs Some Great Service, Not For Itself, But For Others; Or Failing Therein, It Ceases To Be Profitable And Ceases To Exist.

If All Men Are Created Equal, That Is Final. If They Are Endowed With Inalienable Rights, That Is Final. If Governments Derive Their Just Powers From The Consent Of The Governed, That Is Final. No Advance, No Progress Can Be Made Beyond These Propositions.
