I Consider It…as Subverting The Fundamental And Characteristic Principle Of The Government…and As Bidding Defiance To The Sense In Which The Constitution Is Known To Have Been Proposed, Advocated, And Adopted. If Congress Can Do Whatever In Their Discretion Can Be Done By Money, And Will Promote The General Welfare, The Government Is No Longer A Limited One.

The Appointment Of Senators By The State Legislatures . . . Is Recommended By The Double Advantage Of Favoring A Select Appointment, And Of Giving To The State Governments Such An Agency In The Formation Of The Federal Government, As Must Secure The Authority Of The Former.

This Policy Of Supplying By Opposite And Rival Interests, The Defect Of Better Motives, Might Be Traced Through The Whole System Of Human Affairs, Both Private And Public.

The Powers Of The Federal Government ... Result From The Compact To Which The States Are Parties, [and Are] Limited By The Plain Sense And Intention Of The Instrument Constituting That Compact.
