Through The Opposition And Mutual Control Of These Bodies, The Government Will Reach, In Its Regular Operations, The Perfect Balance Between Liberty And Power.

The Means Ought To Be Proportioned To The End; The Persons From Whose Agency The Attainment Of Any End Is Expected Ought To Possess The Means By Which It Is To Be Attained.

There Is Perhaps, Nothing More Likely To Disturb The Tranquillity Of Nations, Than Their Being Bound To Mutual Contributions For Any Common Object That Does Not Yield An Equal And Coincident Benefit.
